[Standard] Polkadot - Mainnet - Upgrade to stable2603-3 (v1.22.3)

We are upgrading our Polkadot Mainnet infrastructure from stable2603-1 (v1.22.1) to stable2603-3 (v1.22.3).

This patch jump includes new peerset notification metrics, a Snowbridge default asset claimer fix on AssetHub, a Revive gas estimation improvement using binary search for tighter eth_estimateGas results, and a runtime API version check improvement for bulletin chain compatibility.

During the maintenance window, customers may experience intermittent disruptions to RPC availability as nodes are rotated through the upgrade process.

RPC Changes:
eth_estimateGas (Revive / Polkadot EVM) — gas estimation now uses binary search to find the smallest gas limit at which a transaction would succeed, producing tighter estimates closer to actual gas usage. Customers who previously received conservative over-estimates may see lower returned values.
