[Urgent] Monad - Mainnet - Upgrade to v0.16.3

We are upgrading our Monad Mainnet infrastructure to v0.16.3 on 2026-09-22. This release eliminates 2x write amplification for State Archive nodes past the MIP-8 fork, versions all snapshot streams for compatibility and integrity checking, and retires the deprecated statesync protocol v0/v1. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
- get_storage_at — Storage encoding is now routed by timeline past the MIP-8 cutoff. The method selects page or slot encoding according to the requested block version.
- Filter methods — Malformed eth filters now return InvalidParams errors instead of internal errors.
