Streams/Functions KV-Store upgrade will result in 1-5 minutes of downtime Tuesday, Dec 31 @ 10:00 a.m. UTC

We will be implementing an upgrade to the key-value store integrations for Streams and Functions.
We estimate a minimal impact lasting 1-5 minutes:
- Streams will pause and then resume as normal. Streams dashboard and REST will be unavailable during the maintenance window
- Functions will not activate and will not be accessible via the dashboard or API
