[Standard] OP-Stack Sepolia Testnets - Upgrade op-reth to v2.3.1 & op-node v1.19.0.

We are upgrading our OP Stack Sepolia testnet infrastructure to op-reth v2.3.1 and op-node v1.19.0.

Both are mandatory releases required for the upcoming Karst hardfork, activating across these networks on June 17, 2026 at 16:00:01 UTC.

During the maintenance window, brief interruptions to RPC availability may occur.

No user-facing RPC changes are included in this release beyond hardfork activation.
