We are upgrading our Tempo Mainnet and Testnet infrastructure to v1.13.2.

This is a quality-of-life patch release that fixes critical issues with snapshot download workflows and resolves several consensus-related bugs.

The release improves startup reliability for validators recovering from snapshots and corrects default behavior for consensus data fetching.

During the maintenance window, brief interruptions to RPC availability may occur.
