[Standard] Stellar - Mainnet & Testnet - Upgrade to v29.0.1

We are upgrading our Stellar Mainnet RPC infrastructure to v29.0.1 on 2026-10-20. This patch release corrects the preflight simulation hosts for Protocol 29 and Protocol 28, ensuring each protocol's host builds against its own matching soroban-wasmi version and maintains compatibility with stellar-core. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
RPC — The protocol 28 host is now built from the rs-soroban-env v28.0.1 commit, the same code as the crates.io 28.0.1 release, so that each host can use its own `soroban-wasmi` build.
