[Standard] Optimism-Stack Chains - Upgrade to op-node v1.19.8 & op-reth v2.5.0

We are upgrading our Op-stack Mainnet and Testnet infrastructure to op-node v1.19.8 and op-reth v2.5.0. These are recommended maintenance releases. The op-node update adds stricter validation of hardfork activation times in rollup configurations and includes a block-building performance improvement. The op-reth update includes security updates for two underlying dependencies, improving TLS connection handling and the stability of transaction pool processing. No action is required from users.
During the maintenance window, brief interruptions to RPC availability may occur.
