[Standard] Celestia - Mocha Mainnet & Testnet - Upgrade to v9.0.6 & v9.0.6-mocha

We are upgrading our Celestia Mocha Testnet infrastructure to v9.0.6-mocha and our Celestia Mainnet infrastructure to v9.0.6.

This release includes a celestia-core dependency bump to v0.40.8 and two bug fixes: corrected square size comparison in ProcessProposal and rejection of transactions with duplicate TxRaw fields.

During the maintenance window, brief interruptions to RPC availability may occur.
