[Urgent] Arbitrum Sepolia - Upgrade to Nitro v3.10.0

We are upgrading our Arbitrum Sepolia infrastructure to Nitro v3.10.0. During the maintenance window, brief interruptions to RPC availability may occur. This release contains stability improvements and security fixes recommended by Offchain Labs ahead of the ArbOS 60 activation.

RPC Changes:

arb_getL1Confirmations / arb_findBatchContainingBlock — modified Both endpoints are now available on the consensus side.

debug_trace* — fixed Corrects propagation of Stylus ArbNodeConfig into ephemeral state databases, ensuring MaxStylusOpenPages is properly enforced on traced calls.

Transaction receipts — fixed Resolves an rlp: expected List error when fetching receipts for blocks with Arbitrum legacy receipt encoding.

ArbitrumUnsignedTx — fixed Fixed marshaling and unmarshaling with maxFeePerGas.

auctioneer_submitBid — fixed Fixed nil pointer panic when receiving malformed bid data.
