[Standard] Katana - Mainnet - Upgrade to op-reth v2.1.2 and op-node v1.19.3

We are upgrading our infrastructure to conduit-op-reth-v2.1.2 and op-node-1.19.3.
This is a bugfix release addressing two issues in how pending/Flashblock state is handled during eth_call execution, along with an upstream op-reth dependency bump to v2.4.0.

During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:
- eth_call (pending calls) — fixed pending calls being executed against the wrong block environment; they are now executed within the correct Flashblock's block environment.
- eth_call (state overrides) — fixed call overrides being dropped when proofs-history is enabled, so override behavior is now preserved as expected.
