Urgent BSC Chapel - Testnet - Upgrade to v1.8.1

We are upgrading our BSC Chapel testnet infrastructure to v1.8.1 on 2026-10-22. This release prepares nodes for the mandatory Jenner hard fork and introduces three new BEPs: CAS20 (Compliant Asset Standard for tokenized assets), (Payment Lane gas reservation), and (millisecond timestamp precompile). Enhancements to improve MEV gRPC performance and builder security. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
eth_call, eth_estimateGas, debug_traceCall, eth_simulateV1 — blockOverrides.prevRandao parameter now requires millisecond remainder (0–999) encoded as a 32-byte hex value when supplied; this validation applies immediately after upgrade.
