[Standard] Mantle Sepolia Arsia Upgrade to v1.5.3

We are upgrading our Mantle Sepolia nodes to v1.5.3. During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:

eth_estimateGas — modified Now returns pure L2 execution cost only. Prior to this upgrade, the returned value included amortized L1 data costs embedded in the gas estimate. Post-upgrade, L1 data fees and operator fees are separate components and must be accounted for independently when calculating total transaction cost.

eth_gasPrice — modified Gas price now reflects a full EIP-1559 model with a dynamic base fee that responds to block utilization. Priority fees are explicitly supported. Previously, the base fee was static and priority fees were generally set to zero.
