[Standard] Monad Testnet - v0.16.5

We are upgrading our Monad Testnet infrastructure to v0.16.5 on 2026-10-21. This release improves RPC behavior around state overrides and simulation, hardens memory safety in EVM decoding and triedb operations, and refines node robustness. Brief interruptions to RPC availability may occur on that date.
RPC Changes:
- eth_simulateV1 — Now enforces the configured maximum response size; requests exceeding this limit will be rejected. It also now exits gracefully when a block state merge fails instead of terminating the request abnormally.
- eth_simulateV1 — Empty full state overrides now zero the overridden account's storage, matching Geth behavior.
- Triedb range query — Now validates prefix key length to prevent buffer over-reads.
