[Urgent] Aptos Testnet - Upgrade to v1.49.0-rc

We are upgrading our Aptos Testnet infrastructure to aptos-node-v1.49.0-rc.

This is a major release candidate that updates the gas schedule to v49, enables Block-STM v2 by default for improved execution performance, refines framework behavior around gas refunds and aggregators, and includes numerous internal improvements to the Move VM, storage, and consensus.

During the maintenance window, brief interruptions to RPC availability may occur.
