[Standard] Celo Mainnet - Upgrade op-reth to v1.0.5

We are upgrading our Celo Mainnet infrastructure to op-reth v1.0.5. This release includes improvements to CIP-64 correctness and op-geth parity, with enhancements to fee-currency validation, balance checks, pending transaction revalidation, and fee-currency handling. Non-canonical EIP-2718 transaction encodings are now rejected.

During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:
- eth_call — Fee-currency handling has been improved to ensure correct behavior with CIP-64 currency specifications.
- eth_estimateGas — Fee-currency handling has been improved to ensure correct behavior with CIP-64 currency specifications.
- Pending transactions — Revalidation logic has been strengthened to improve correctness and consistency with op-geth behavior.
