We are upgrading our Stellar Mainnet and Testnet infrastructure to stellar-core v28.0.0.

This is a critical protocol upgrade that implements Protocol 28, including CAP-0083, CAP-0085, and CAP-0086.

This upgrade is consensus-breaking and includes mandatory overlay version changes.

During the maintenance window, brief interruptions to RPC availability may occur.
