[Standard] Katana Mainnet - Upgrade to conduit-op-reth v2.2.0

We are upgrading our Katana Mainnet infrastructure to conduit-op-reth v2.2.0.

This point release includes an upstream op-reth dependency bump to v2.4.2, introduces scheduled-hardfork-driven EVM limit configuration, exposes the Slipstream batch proxy over RPC, and addresses security advisories including RUSTSEC-2026-0258 in the h2 HTTP/2 library.

During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:
Slipstream batch proxy — The Slipstream batch proxy is now exposed over RPC, allowing users to submit and track batch operations through the standard RPC interface.
