[Urgent] SEI - Testnet (atlantic-2) - Upgrade to v6.7.0-rc3

We are upgrading our SEI Testnet (atlantic-2) infrastructure to v6.7.0-rc3 on 2026-09-28. This is a mandatory network upgrade introducing state migration preparation (FlatKV), removal of legacy APIs, and RPC limit tightening.

Brief interruptions to RPC availability may occur on that date.

RPC Changes:
- sei_* JSON-RPC methods — API decommissioned: all legacy sei_* methods are removed in this release. Users must switch to standard eth_* methods (e.g., eth_call, eth_sendTransaction, eth_getBalance, eth_getLogs).
- IBC and feegrant modules — IBC queries and feegrant functionality are removed; transactions with a fee granter other than the payer will be rejected.
