We are upgrading our Monad Mainnet infrastructure to v0.15.1.

This is a consensus-only patch that sets the mainnet activation for a vote pace change and a block reward reduction (25 to 18 MON), scheduled to take effect at Round 89,758,000, expected around Thu, Jul 23 at 10:30 AM EDT.

No downtime is anticipated for this update.
