[Standard] Op-stack - Upgrade to op-reth v2.6.0 and op-node v1.19.9

We are upgrading our Optimism stack chains to op-reth v2.6.0 and op-node v1.19.9 on 2026-10-15. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
- Transaction pool — changed: A sender's transaction cost now includes the L1 data fee and operator fee, not only L2 execution cost. If a later-nonce transaction from the same sender cannot cover the fees of that sender's earlier transactions, it is now marked as queued instead of pending. It then expires after the standard pool lifetime instead of being retried every block. This matches op-geth behavior. Users submitting several transactions in a row from a low-balance account may see later transactions stay queued and expire.
- debug_executionWitness — improved: Now accepts a block hash as well as a block number.
- debug_executePayload — improved: Now also returns the ancestor headers used during execution.
- isSystemTx field — changed: For deposit transactions flagged as system transactions, transaction responses now return a JSON boolean (true) instead of "0x1", matching op-geth. This flag appears only in pre-Regolith blocks, which do not exist on Optimism Mainnet or Sepolia, so in practice users will not see a difference.
