[Standard] Katana - Mainnet - Upgrade to v2.1.2

We are upgrading our Katana Mainnet infrastructure to conduit-op-reth v2.1.2. This point release includes fixes for Flashblocks pending-state call handling and block environment execution, along with an upstream op-reth dependency bump to v2.4.0.

During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:
- eth_call — Pending calls will now execute correctly in the Flashblock's block environment, ensuring accurate simulation results for pending transactions.
- eth_call — Call overrides are now properly preserved when Flashblocks proof-history is enabled, fixing a regression that could drop user-supplied state overrides.
