[Urgent] Aptos Testnet - Upgrade to v1.48.6

We are upgrading our Aptos Testnet infrastructure to v1.48.6.

This release contains important VM-level bug fixes and robustness improvements, including closure re-resolution, vector-wrapped struct cache layout corrections, side-effects traversal ordering, and new gas charges for BCS value traversals.

Module publishing is now gated on a minimum bytecode version, and indexer table info parsing has been improved.

During the maintenance window, brief interruptions to RPC availability may occur.
