[Standard] NEAR Mainnet - Upgrade nearcore to v2.12.0

We are upgrading our NEAR Mainnet infrastructure to nearcore v2.12.0.

This is a mandatory protocol upgrade from version 83 to 84.
Voting begins June 10, 2026 at 00:00 UTC, and nodes must be upgraded before this time to remain in sync with the network. If voting succeeds within one epoch, the protocol upgrade is expected to take effect 7–14 hours after the voting epoch ends.

During the maintenance window, brief interruptions to RPC availability may occur.

RPC Changes:

EXPERIMENTAL_receipt_to_tx — new method that resolves a receipt ID back to the originating transaction hash and sender account. Note: requires save_receipt_to_tx config and all-shards tracking to be enabled on the node
