We are upgrading our Sui Testnet infrastructure to testnet-v1.74.1

This release introduces Sui Protocol Version 128.
`SimulateTransaction` now accepts `gas_price=0` for gasless-tier-eligible transactions (both via the unresolved proto path and as pre-built BCS transactions) instead of returning an error.
