[Urgent] Arbitrum Sepolia - Upgrade to Nitro v3.11.0

We are upgrading our Arbitrum Sepolia infrastructure to Nitro v3.11.0.

This release introduces support for ArbOS 60 and ArbOS 61, adds a unified replay binary for MEL proving, and extends GlobalState to 4 bytes32 slots.

During the maintenance window, brief interruptions to RPC availability may occur.
