[Standard] Katana Mainnet - Upgrade to conduit-op-reth v2.4.0

We are upgrading our Katana Mainnet infrastructure to conduit-op-reth v2.4.0 on 2026-10-22. This release upgrades to upstream op-reth v2.6.0 (reth v2.5.2), bringing Engine API responsiveness improvements, persistence tuning, stricter chain spec validation, and security patches. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
eth_call, eth_estimateGas, eth_simulateV1 — Flashblocks pending-state overrides now apply only on transports serving the eth namespace. Requests on other transports will not receive override behavior.
eth_getProof, debug_executePayload — Proofs-history overrides now apply only on transports serving the debug namespace. Requests on other transports will not receive override behavior.
