[Urgent] Base Mainnet Upgrade for Azul Activation

We are upgrading our Base Mainnet infrastructure to support the Base Azul network upgrade. All Base Mainnet nodes must be upgraded by May 28th; nodes not upgraded by this deadline will be incompatible with the network. This release drops support for all execution clients except base-reth-node and base-consensus. Operators running other clients must migrate before the deadline.

This release contains breaking changes and protocol updates required for network compatibility.
