[Standard] Celo - Mainnet - Upgrade op-geth to celo-v2.2.4

We are upgrading our Celo Mainnet op-geth infrastructure to celo-v2.2.4.

This is a recommended bug fix release containing two targeted changes: the native MultiGasPool now correctly charges actual gas used (rather than gas limit) for forced deposits, and batch header verification is hardened against invalid parents. No fork activation or protocol changes are introduced. The release is paired with op-node celo-v2.2.1.

During the maintenance window, customers may experience intermittent disruptions to RPC availability as nodes are rotated through the upgrade process.

RPC Changes: No customer-facing RPC changes in this release.
