[Urgent] Ethereum - Sepolia - Upgrade Lighthouse to v8.3.0-rc.0

We are upgrading our Ethereum Sepolia infrastructure to Lighthouse v8.3.0-rc.0 on 2026-10-01 to support the Gloas hard fork activation on 6 October 2026 at 13:53:36 UTC. Gloas introduces enshrined proposer-builder separation (ePBS) and the Fast Confirmation Rule (FCR). Both beacon nodes and validator clients must be updated together with a compatible execution client. Brief interruptions to RPC availability may occur on that date.

RPC Changes:
- GET /eth/v1/validator/{pubkey}/graffiti — The response now returns a plain string instead of a hex-encoded string.
- data_column_sidecar SSE event — The event no longer includes kzg_commitments or versioned_hashes fields.
- head_v2 SSE event — A new event has been added to the beacon API.
