[Urgent] Tempo Mainnet & Testnet - Upgrade to v1.12.0

We are upgrading our Tempo Mainnet & Testnet infrastructure to v1.12.0 to support the T9 network upgrade scheduled:
Testnet: 2026-08-05T14:00:00Z (timestamp 1785938400)
Mainnet: 2026-08-06T14:00:00Z (timestamp 1786024800)

This release is mandatory; nodes running earlier versions will diverge from consensus after T9 activation when blocks use the new TIP-403 transfer-policy bindings for TIP-20 tokens.

During the maintenance window, brief interruptions to RPC availability may occur.
