[Urgent] Flare Coston2 Testnet Upgrade to v1.13.0

We are upgrading our Flare Coston2 Testnet nodes to v1.13.0. During the maintenance window, brief interruptions to RPC availability may occur. This release implements ACP-176 Dynamic EVM Gas Limits and Price Discovery Updates, along with stability and performance improvements.

RPC Changes

Gas estimation — modified ACP-176 introduces dynamic EVM gas limits and updated price discovery. Gas estimates and fee behavior may change post-activation as the network adjusts gas limits dynamically based on demand.
